Which Registro Público records sales in Tucacas?

SAREN's office finder lists the Registro Público de los Municipios Lorenzo Silva, Monseñor Iturriza y Palmazola (SAREN's spelling), at C.C. Morrocoy Plaza, nivel Feria, locales F-21 y F-22, Carretera Nacional Morón Coro, Tucacas. The official names of those municipalities are José Laurencio Silva, Monseñor Iturriza and Palmasola.

Is there a notaría in Tucacas?

SAREN's finder lists no notaría in the Municipio José Laurencio Silva. In Falcón it lists notarías in Coro, Punto Fijo and Pueblo Nuevo, but it does not publish which one serves Tucacas.

How much does the solvencia municipal cost in Tucacas?

What does the law say about the 80-meter strip from the sea?

The Ley de Zonas Costeras declares the strip of no less than 80 meters from the highest tide line on marine coasts to be in the public domain and restricts certain construction there. One of the copies of the law adds that this is without prejudice to the rights legally acquired by private parties; ask a lawyer to review the case.

Is Tucacas inside the Parque Nacional Morrocoy?

INPARQUES does not make it clear. An archived version of its page says the park covers the towns of Tucacas and Chichiriviche, but it also lists them as nearby towns, and its current page calls them neighboring towns. Ask INPARQUES about the specific property.

Q: Does the 2026 rental law apply to a vacation rental in Tucacas?

No. Its article 2, numeral 5, excludes from its regime properties intended for vacation or recreational seasons and other tourist accommodation establishments.

The municipality and the offices involved

Tucacas belongs to the Municipio José Laurencio Silva, in Falcón. That is how the SAT del estado Falcón (Falcón state tax service) writes it in its list of municipalities; the office finder of SAREN (the national registries and notaries service) calls it just "Silva" and places that municipality's Registro Público (public registry) in Tucacas.

We did not find an official website for the alcaldía (city hall), or the name of its tax office published in an official source.

The Registro details are the ones in the office finder of SAREN in October 2026. "Lorenzo Silva" and "Palmazola" are SAREN's spelling; the official names of the municipalities are José Laurencio Silva and Palmasola, as the Falcón SAT writes them. Going by its name, that Registro also serves the municipalities of Monseñor Iturriza and Palmasola. Confirm the address before you go.

Across Falcón, SAREN lists four notarías: the one in Coro, the Primera and the Segunda in Punto Fijo and the one in Pueblo Nuevo. It also lists a Registro Público with notarial functions in Puerto Cumarebo (Municipio Zamora). The Ley de Registros y Notarías (Registries and Notaries Law) says notaries are competent "within the scope of their district" (article 75), and SAREN does not publish which notaría serves Tucacas. Confirm with the notaría you choose that it can authenticate your document.

Solvencia municipal and cédula catastral

We did not find published how the solvencia and the cédula catastral are requested in the municipality, what requirements the alcaldía sets or how much they cost. Nor do we know whether the alcaldía uses the name cédula or ficha catastral (cadastral record).

What the law does say: the Registro cannot record the sale without the payment form for the ISLR (income tax) advance and the solvencia for municipal taxes on urban or rural property (article 97 of the Ley de Registros y Notarías). The Impuesto sobre Inmuebles Urbanos (municipal property tax)

We did not find the ordinance of the Impuesto sobre Inmuebles Urbanos of the Municipio José Laurencio Silva published online, nor its Gaceta Municipal (municipal gazette) number.

What is specific to Tucacas

The coastal zone

Public domain strip: the Ley de Zonas Costeras (Coastal Zones Law; Gaceta Oficial No. 37.319, November 7, 2001) declares the strip from the highest tide line to no less than 80 meters inland to be in the public domain of the Republic, "in the case of marine coasts" (article 9). The Provea copy adds to that article "without prejudice to the rights legally acquired by private parties"; the FAOLEX copy does not include it.

Restricted construction: in that strip, among other activities, "the construction of facilities and infrastructure that diminish the scenic value of the area" is restricted (article 19, numeral 1).

Works anywhere in the coastal zone: the land strip of the coastal zone measures no less than 500 meters from the highest tide line, and its exact limits are set by the Plan de Ordenación y Gestión Integrada de las Zonas Costeras (integrated coastal zone management plan) (article 4), which we did not find published. Installing infrastructure in the coastal zone requires a concession or authorization from the competent body (article 29).

If the property faces the sea or you plan to build or extend, ask a lawyer to check how the law applies to it.

The Parque Nacional Morrocoy

According to an archived version of the park's page from INPARQUES, the national parks institute, dated February 22, 2025, the park was decreed on May 26, 1974 (Gaceta Oficial No. 30.408, May 27, 1974) and has a Plan de Ordenamiento y Reglamento de Uso (management plan and use regulations; Decree 675, Gaceta Oficial No. 4.911 Extraordinario, May 26, 1995) "which defines the uses of the spaces it covers". We could not open the text of those decrees, so we do not describe their rules.

INPARQUES does not make clear whether Tucacas is inside the park. In that archived version, the location section says the park "covers the towns of Tucacas and Chichiriviche", and the tourist attractions section places them under "Nearby towns". The current page speaks of the "neighboring towns of Tucacas and Chichiriviche". If the property is near the park, ask INPARQUES whether it falls within its boundaries and consult a lawyer before paying.

Vacation rentals

The Ley del Régimen Especial de Arrendamiento de Inmuebles Destinados a Vivienda (Special Regime for Residential Leases Law; Gaceta Oficial No. 7.065 Extraordinario, August 7, 2026) excludes from its regime hotels, motels, inns and tourist lodges, properties intended for vacation or recreational seasons and other tourist accommodation establishments (article 2, numeral 5).
