The municipality and the offices involved
According to the alcaldía (city hall), Los Teques is the capital of the state of Miranda and one of the seven parroquias (parishes) of the Municipio Guaicaipuro. The others are San Pedro de Los Altos, Paracotos, Tácata, Altagracia de la Montaña, Cecilio Acosta (with San Diego de los Altos) and El Jarillo. San Antonio de Los Altos and Carrizal are other municipalities (Los Salías and Carrizal), and SAREN (the national registries and notaries service) lists them separately. Confirm the municipality in the title document.
The official website is alcaldiadeguaicaipuro.gob.ve, which gives the alcaldía's address as Av. Bolívar, Res. Caracas, PB. The tax office is the Superintendencia de Administración Tributaria del Municipio Guaicaipuro (SATGUAICA), the municipal tax office. Its portal is satguaica.com.ve; we did not find a guaicaipuro.sigat.net portal (the domain does not resolve).

Registro (public registry), Notaría (notary office) and Registro Principal (main state registry): office finder of SAREN, October 2026. The finder lists a single notaría in the municipality. Note that the Registro Público is not at the same location as the Notaría: it is in the Centro Profesional La Cascada, on the carretera Panamericana. Confirm the addresses before you go.
The Registro Principal is not where the sale is recorded: under article 66 of the Ley de Registros y Notarías (Registries and Notaries Law), it receives and keeps the duplicates from registries and notary offices and issues certified copies of what is in its archives.
Solvencia municipal and cédula catastral
According to its page on the alcaldía's website, SATGUAICA manages the catastro, that is, "la información territorial y de propiedades" (territorial and property information), to apply the property taxes, and issues solvencias, certifications and constancias (certificates). The Catastro page on the alcaldía's website was empty in October 2026.
What the municipality does not publish:
In S@TGUAICA en línea you register with your cédula (national ID card) and email and can check your planillas (payment forms). In March 2026 the alcaldía spoke of user registration in its "sistema automatizado" (automated system), but it does not publish a guide saying whether the solvencia is requested there. Ask at SATGUAICA.
Do not mix up fees: the only fee table the alcaldía publishes, the one in the amendment to the Ordenanza de Impuesto sobre Actividades Económicas (economic activities tax ordinance; Gaceta Municipal Extraordinaria No. 37, February 2, 2024), sets 5 MMV for the solvencia of that tax, the one paid by businesses, industries and services (articles 29 and 30), not for that of a property. MMV is the moneda de mayor valor (highest-value currency), at the official exchange rate of the BCV (the central bank).
Without the solvencia for the "impuestos municipales sobre predios rurales e inmuebles urbanos" (municipal taxes on rural land and urban property), the Registro does not record the sale (article 97 of the Ley de Registros y Notarías). General rules: solvencia municipal and cédula catastral.
The Impuesto sobre Inmuebles Urbanos (urban property tax)
Not published. Neither the alcaldía nor SATGUAICA publishes the tax ordinance: there are no rates, values per square meter, exemptions or increase clauses that we can cite.
The alcaldía has announced early payment discounts on this tax in previous years (January 2025, first quarter of 2026), with deadlines that have already passed. They are press releases, not the text of the ordinance: ask at SATGUAICA whether any discount is in force before paying, and ask there for the property's amount and the Gaceta Municipal number of the ordinance in force.
