The municipality and the offices involved
San Diego is a municipality of Carabobo state and one of the five that make up the city of Valencia; it was a parish of the former Distrito Valencia until 1994 (Wikipedia)). Because many addresses in the area say "Valencia", confirm in the title document that the property is in the Municipio San Diego: that determines which alcaldía (city hall) you ask for the solvencia (municipal tax clearance).
| Procedure | Office | Published address |
|---|---|---|
| Debt lookup and payment of the tax | Dirección de Administración Tributaria (municipal tax office; according to the press) | Oficina Virtual (virtual office) at alcaldiadesandiego.gob.ve and treasury windows at the alcaldía |
| Recording the sale | Registro Público del Municipio Naguanagua (as SAREN, the national registries and notaries service, names it; confirm, see below) | C.C. Paseo La Granja, piso 1, oficinas 101, 102, 103 y 110 |
| Authenticating an option or a power of attorney | Notaría Pública de San Diego | Centro Comercial Big Low Center, nave D, local 20, San Diego |
The Registro (public registry) and Notaría (notary office) addresses are the ones in the office finder of SAREN in October 2026. The name of the tax office comes from press reports from January 2026 (FMUC, Notitarde). The alcaldía's website did not load from outside Venezuela, so we could not check cadastre or fees on it.
Solvencia municipal and cadastre
The Registro cannot record a document that transfers or encumbers the property without the ISLR (income tax) advance payment form and the solvencia for municipal taxes "on rural land and urban properties" (article 97 of the Ley de Registros y Notarías, the Registries and Notaries Law). In San Diego, this is what we could verify in the press:
Fees for the solvencia and the cadastral document: not published in the sources we could open; nor do we know whether the alcaldía says cédula catastral (cadastral certificate) or ficha catastral (cadastral record), or what documents it requires. Ask before setting the signing date. The general rules are in the guide to solvencia municipal and cédula catastral.
The Impuesto sobre Inmuebles Urbanos (municipal property tax)
Rates, amounts per m² and the number of the ordinance: not published in an official source we could open. What the press did report are rebates decided year by year:
| Year | Reported rebate | Reported period | Source |
|---|---|---|---|
| 2026 | 50% on the property tax and the vehicle tax, for taxpayers who are up to date | In force from January 1; collection drive from January 8 to 31 | Notitarde (January 7, 2026) and FMUC (January 13, 2026) |
| 2025 | 20% on the property tax and the vehicle tax | We do not cite the date: the article says "31/10/2025", which looks like a typo | El Carabobeño (January 9, 2025) |
| 2022 | 20% on the property tax and the vehicle tax | From January 10 to 31 | Infoenlace (January 5, 2022) |
For 2026, Notitarde speaks of a decree by the mayor, and according to the tax office (FMUC) the rebate applied automatically to anyone who was up to date; anyone with debts from previous years had to pay them first. Notitarde and FMUC give January 31 as the closing date, but another local outlet ran the headline "until January 30": confirm the deadline with the alcaldía. Do not assume the rebate will be repeated. More context in the guide to the municipal property tax.
