The municipality and the offices involved
San Antonio de los Altos belongs to the Municipio Los Salias, in Miranda: its Concejo Municipal (city council) sits there. SAREN (the national registries and notaries service) spells it "Los Salías". Carrizal and Guaicaipuro (Los Teques) are separate municipalities. Confirm the municipality in the title document.
The official website of the alcaldía (city hall) is alcaldialossalias.gob.ve. We did not find an online tax portal. The Concejo publishes the ordinances at concejolossalias.gob.ve. Under the tax ordinance, the Dirección de Planificación Urbana y Catastro (urban planning and cadastre office) calculates the tax and the Dirección de Administración Tributaria (municipal tax office) collects it (articles 6 and 28).

Cédula catastral and solvencia municipal
The municipality uses the term cédula catastral. The Ordenanza sobre Catastro (Cadastre Ordinance; Gaceta Municipal Extraordinario of December 20, 2017) defines it as the record that the property was processed, which "no supone propiedad" (does not imply ownership) (article 4), and it is given to the owner with the cadastral code, the boundaries, the cadastral value and the survey plan (article 72). The tax ordinance requires a declaración jurada (sworn statement) on the alcaldía's form, with a copy of the title document (and, for a sucesión or estate, of the declaración sucesoral, the estate tax return, and the RIF, the tax ID), and sets 5 business days to issue the cédula (articles 16 and 17).
For the solvencia of the tax, you must file with Administración Tributaria the solvencia de aseo urbano (waste collection clearance) and, in sectors whose water system is run under a municipal concession, the concessionaire's water clearance (article 36). The updated cadastral registration is also required (article 70 of the Ordenanza sobre Catastro). To transfer the property, the overdue taxes must be paid (sole paragraph of article 33), and the Registrador (registrar) asks for the solvencia "vigente hasta el trimestre en curso" (valid through the current quarter) (article 38). Without it the Registro does not record the sale (article 97 of the Ley de Registros y Notarías, the Registries and Notaries Law). General rules: solvencia municipal and cédula catastral.
The Ordenanza sobre Expedición de Copias Fotostáticas y Tasas por Servicios Administrativos (ordinance on photocopies and administrative service fees; Gaceta Municipal of November 8, 2023, reprinted on November 20) sets the fees in multiples of the official exchange rate of the highest-value currency of the BCV (the central bank), the MMVBCV (the BCV's highest-value-currency exchange rate):
| Procedure | Fee | Article |
|---|---|---|
| Solvencia de Pago de Impuestos (tax payment clearance) | 10 MMVBCV | 10, num. 1 |
| Certification of cadastral information | 5 MMVBCV | 11, num. 1 |
| Certificate of change of the owner's name or ownership | 10 MMVBCV | 11, num. 4 |
| Cédula catastral | Not published |
The fee ordinance has no line for issuing the cédula catastral; ask at Catastro whether it is charged.
After buying, the property must be registered in the Registro Catastral within the 180 calendar days following the acquisition (article 21); failing to do so carries a fine of 50 MMVBCV (article 61). If the seller was exempt, the buyer pays from the month after the protocolización (recording of the deed) (article 52, amended in 2026).
The Impuesto sobre Inmuebles Urbanos (urban property tax)
The ordinance in force is the Ordenanza sobre la Planta de Valores de la Tierra e Impuesto sobre Inmuebles Urbanos (Quinta Reforma), the land values and urban property tax ordinance in its fifth amendment, passed on September 10, 2026 and published in the ordinary Gaceta Municipal of October 16, 2026 (the copy shows no number). The amendment only changes articles 48, 52 and 72; the same Gaceta publishes the full text, which is the source of the figures in this section.
| Building | A | B | C | D | E | F |
|---|---|---|---|---|---|---|
| With basement and elevator | 100 | 85 | 73 | 60 | 45 | 30 |
| Without basement, with elevator | 80 | 70 | 52 | 45 | 31 | 20 |
| Without basement or elevator | 76 | 66 | 50 | 40 | 25 | 20 |
Propiedash's own calculation with articles 25 and 26 (not a figure from the ordinance): 100 m² in a zone C building with basement and elevator are worth 7,300 MMVBCV; at 0.50%, the annual tax would be 36.5 MMVBCV before rebates. Catastro gives the zone, and the value of houses and quintas (detached houses).
Rebates and exemptions:
There is no automatic increase clause, but the amount in bolívares follows the BCV rate of the first business day of the year (annual payment) or of the month (monthly payment) (article 68), and the land value table can be updated each year (article 9).
