The municipality and the offices involved
Naguanagua has been an autonomous municipality of Carabobo state since January 14, 1994, according to the alcaldía (city hall). The alcaldía, the Catastro (cadastre office), the Hacienda (municipal treasury) and the Registro Público (public registry) operate in the same building: the Centro Comercial Paseo La Granja, prolongación de la Av. Cementerio.
| Procedure | Office | Published address |
|---|---|---|
| Cédula catastral (cadastral certificate) and registration of the new owner | Catastro Municipal | C.C. Paseo La Granja, planta baja (taquilla de Catastro, local PB-31) |
| Solvencia municipal (municipal tax clearance) and payment of the tax | Hacienda Municipal | C.C. Paseo La Granja, piso 3, oficina 303; collection window on the mezzanine level |
| Solvencia de aseo urbano (waste collection clearance) | Oficinas de Aseo Urbano (waste collection offices) | C.C. Paseo La Granja (the forms say planta baja or mezzanina) |
| Recording the sale | Registro Público del Municipio Naguanagua del Estado Carabobo | C.C. Paseo La Granja, piso 1, oficinas 101, 102, 103 y 110 |
The Catastro and Hacienda addresses are the ones on their pages on the alcaldía's website (Catastro and Hacienda), which give opening hours of Monday to Friday, 8:00 a.m. to 4:00 p.m. The Registro address is the one in the office finder of SAREN (the national registries and notaries service) in October 2026. That finder lists no notaría (notary office) in the Municipio Naguanagua; in Carabobo it lists them in Valencia, San Diego, Guacara, Bejuma and Puerto Cabello. Confirm the addresses before you go.
Cédula catastral
The alcaldía uses the term cédula catastral (its list of exemption requirements says "ficha catastral"). The solvencia requires the updated cédula catastral, which is requested with form A-CAT-01 (actualización de cédula catastral, update of the cadastral certificate; a sale is among the listed reasons). According to the Catastro form, you submit:
Each procedure pays an administrative fee (article 19 of the Ordenanza de Impuesto sobre Inmuebles Urbanos, the urban property tax ordinance, and article 25 of the Ordenanza sobre Tasas por Servicios Administrativos, the administrative fees ordinance, according to the form), which is generated at the Catastro window. Amount: not published. The forms also call for a timbre fiscal estadal (state tax stamp) (Gaceta Oficial del estado Carabobo Extraordinario No. 6559, December 28, 2017).
SIGAT, the alcaldía's tax system, has a guide to registering a property: in "Obligaciones Tributarias", section "Inmuebles", button "Acciones", you request a new cédula catastral or a certificado de empadronamiento (registration certificate); the fee appears in "Pagos", section "Deuda Tributaria", and the alcaldía's analysts review the case and reply by email. The guide does not say whether the update for a sale (A-CAT-01) is done online; according to the form, it is processed at the Catastro window.
Solvencia municipal
According to the requirements of the Dirección de Hacienda (treasury office), the application form is requested and paid at the collection window on the mezzanine level, together with an administrative fee. It is handed in in a brown legal-size folder with a fastener:
Fee amount: not published. The order matters: the solvencia de aseo is required for the cédula catastral and again for the solvencia, which also requires the cédula catastral and the tax paid. The Registro cannot record the sale without the solvencia for municipal taxes (article 97 of the Ley de Registros y Notarías, the Registries and Notaries Law); the general rules are in the guide to solvencia municipal and cédula catastral.
The Impuesto sobre Inmuebles Urbanos
The tax is declared and paid at naguanagua.sigat.net: in "Obligaciones tributarias", section "Inmuebles", you see the associated properties and file the declaration; in "Pagos", section "Deuda Tributaria", you pay and notify the payment.
Alícuotas (tax rates), values per square meter and rebates: not published. Neither the alcaldía nor SIGAT publishes the current text of the ordinance; their lists of ordinances do not include it. The forms cite three articles: 19 (fees), 99 (fine for failing to complete the cadastral registration) and 75, numeral 10, for an exemption that requires the certificado de vivienda principal (primary residence certificate) from SENIAT (the national tax authority), according to the exemption requirements.
A copy of the 2010 reform, from Gaceta Municipal Extraordinaria (extraordinary municipal gazette) No. 125 of December 17, 2010, circulates online. It is not the current text: in it, article 75 deals with the solvencia and not with an exemption, so it does not match what the current forms cite. Ask Hacienda for the current amount. More context in the guide to the municipal property tax.
After buying
The new owner asks Catastro for the inscripción catastral por cambio de propietario (cadastral registration for a change of owner, form CAT-02), with a copy of the title document already recorded and the original solvencia de aseo urbano, according to the form. The form provides for a fine for failing to complete the cadastral registration (article 99) and gives no deadline. The 2010 text gave 90 days from the purchase (article 20); confirm the current deadline with Catastro.
