The municipality and the offices involved
Turmero is the seat of the alcaldía (city hall) of the Municipio Santiago Mariño, in Aragua, which uses the domain turmero.gob.ve. Do not confuse it with the Municipio Mariño of Nueva Esparta, whose alcaldía is in Porlamar: its tax portal, porlamar.sigat.net, and its ordinances do not apply in Turmero. Confirm the municipality in the title document.
The first thing you should know: the municipality publishes nothing online that is useful for the procedure. There is no tax ordinance, no fees and no solvencia (municipal tax clearance) requirements online. The current ordinance and the solvencia requirements must be requested in person at the alcaldía.
On October 28, 2026, turmero.gob.ve showed a blank page and the pages of the previous site returned a 404 error. The last readable version we found is an Internet Archive copy of February 8, 2017. At that date the site placed the headquarters on Avenida Principal de Valle Lindo cruce con calle Urdaneta and listed Catastro (cadastre office) and Tributos Internos among its directorates. This is 2017 data: confirm it before you go.
The name Dirección de Tributos Internos (municipal tax office) appears on the login screen of the tributos.turmero.gob.ve portal (SADMIT system). That portal's security certificate has been expired since May 5, 2024, so we did not open it: we read it only in an Internet Archive copy of October 6, 2026, which shows a username and password screen. The same name is used in a December 2025 press article cited below. We found no SIGAT portal for Turmero: santiagomarino.sigat.net, marino.sigat.net and turmero.sigat.net did not resolve on October 28, 2026.

Source for the Registro Público (public registry) and the Notaría (notary office): SAREN's office finder (the national registries and notaries service), Aragua state, consulted on October 28, 2026. SAREN lists that Registro under the Santiago Mariño municipality; it also serves Libertador and Linares Alcántara. The Notaría appears under a municipality that SAREN calls "Girardot Turmero", and it is the only one SAREN places in Turmero. Confirm them before you go.
Solvencia municipal and the cadastre
The Registro does not record the sale without the payment form for the advance on the Impuesto sobre la Renta (income tax) and the "solvencia de los impuestos municipales sobre predios rurales e inmuebles urbanos" (clearance of municipal taxes on rural land and urban property), under article 97 of the Ley de Registros y Notarías (the Registries and Notaries Law). The municipality does not publish which department issues the solvencia; ask first at Tributos Internos.
What the municipality does not publish online:
According to an article in Ciudad MCY (regional press, December 15, 2025), the municipality's Dirección de Tributos Internos was training its staff on Sysprim, a system that, according to the article, "makes procedures easier via the web" with a payment button. The article does not say whether it covers the property tax or the solvencia, nor does it give the system's web address. General rules: solvencia municipal and cédula catastral.
The Impuesto sobre Inmuebles Urbanos (urban property tax)
Rate, discounts and deadlines: Not published. We did not find the text of the tax ordinance of Santiago Mariño (Aragua), nor its Gaceta Municipal (municipal gazette) number. The 2017 copy of the alcaldía's website listed only three ordinances for download (fees for administrative services, urban waste collection and municipal finance), and none of those links leads to a text today.
The blog of the Concejo Municipal (city council), whose last entry is from March 2018, reported in September 2014 the approval on first reading of a new Ordenanza de Catastro Municipal Integral (comprehensive municipal cadastre ordinance), which would replace the one in force since 2009. We did not find whether it was published.
The ordinances that circulate online under the name "Mariño" or "Santiago Mariño" and with rates, such as those on porlamar.sigat.net, are from Nueva Esparta or do not say which state they are from. Do not use them to calculate the tax in Turmero.
