The municipality and the offices involved
Puerto Ordaz is not a municipality. According to the alcaldía (city hall), Ciudad Guayana (the twin city of Puerto Ordaz and San Félix), capital of the Municipio Caroní of Bolívar state, "está conformada por las poblaciones de Puerto Ordaz y San Félix" (is made up of the towns of Puerto Ordaz and San Félix). Both share the alcaldía, the ordinances and the Registro Público (public registry).
Taxes are administered by the Superintendencia de Administración Tributaria del Municipio Caroní (municipal tax office) (caroni.sigat.net); the cadastre, by the División de Catastro (cadastre division).

Ficha catastral and solvencia
The tax ordinance titles its article 14 "Ficha Catastral" and in the text says cédula catastral; Catastro issues it in 15 business days. Cadastral registration is done within 60 days from the granting of the title document (article 11), and the buyer must report the change of owner within the following 60 days, with a copy of the registered document and of the cédula catastral (article 37). Failing to do so is fined 100 times the TCMMV (the BCV's highest-value-currency exchange rate) (article 57).
The Superintendencia's guide explains that the property is declared and paid for on the portal ("Obligaciones tributarias", "Inmuebles"; then "Pagos", "Deuda Tributaria"). It does not say that the cédula catastral is requested online.
Cost, according to the fee ordinance (Gaceta Municipal Extraordinaria No. 020/2024 of February 2, 2024, article 19):
| Procedure | Fee |
|---|---|
| Request for a ficha catastral or registration | 10 times the TCMMV |
| Modification or update of the ficha | 10 times the TCMMV |
| Certificado de empadronamiento (enrollment certificate) | 5 times the TCMMV |
The TCMMV is the exchange rate of the highest-value currency published by the BCV, on the day of payment (article 5).
Solvencia: the tax ordinance says that it is issued by paying a fee set in the fee ordinance and that it cannot be refused if the tax is paid (article 26). The fee ordinance does not include that fee, and the ordinance on the Certificado Electrónico de Obligaciones Municipales (electronic certificate of municipal obligations) (Gaceta Municipal Extraordinaria No. 178/2023, November 8, 2023) says that this certificate "no causará pago alguno" (will not entail any payment) (article 12) and that the Registro verifies the solvencia status on the portal or attaches the certificate (article 16). The texts do not match: cost not published; ask at the Superintendencia. Without the solvencia municipal the sale is not recorded (article 97 of the Ley de Registros y Notarías, the Registries and Notaries Law). More in solvencia municipal and cédula catastral.
The Impuesto sobre Inmuebles Urbanos y Periurbanos (urban and peri-urban property tax)
The ordinance in force is the Reforma Total de la Ordenanza (full amendment of the ordinance) of Gaceta Municipal Extraordinaria No. 021/2024 of February 22, 2024, which repeals the one in Gaceta No. 129/2020. Its rules of determination and assessment apply from January 1, 2025 (fifth final provision).
Apartments, times the TCMMV per m² of construction (Annex II):
| Building | B | C | D | E | F |
|---|---|---|---|---|---|
| Without basement, with elevator (table 1) | 70 | 50 | 40 | 25 | 20 |
| With basement and elevator (table 2) | 90 | 75 | 60 | 45 | 30 |
| Without basement or elevator (table 3) | 80 | 70 | 50 | 40 | 20 |
We do not reproduce zone A: the ordinance assigns it 80, 540 and 300, figures that are inconsistent with one another. In zones B to E the table without an elevator is worth more than the one with an elevator and no basement. The figures are the same as those in the maximum tables of Resolución No. 011-2023. Houses: table 5. The mayor can modify the tables by decree (second final provision).
Example (Propiedash's own calculation, not the ordinance's): a 100 m² apartment in zone C, in a building with basement and elevator, would be worth 100 × 75 = 7,500 TCMMV; at 0.50% (article 21), 37.5 TCMMV a year. Treating it as "construcción sin terreno" (construction without land) (article 7, numeral 2) is also our reading. The zone is stated in the cédula catastral. More on the municipal property tax.
What is specific to Caroní: the real estate transactions tax
The portal publishes the Reforma Parcial de la Ordenanza sobre Transacciones Inmobiliarias (partial amendment of the real estate transactions ordinance) (Gaceta Municipal Extraordinaria No. 506/2017, September 15, 2017). It taxes the recording of sales, options and mortgages, among other acts (article 10), and the buyer pays it (article 17).
This ordinance is in tax units (U.T.), not in the TCMMV of the 2024 ordinances. We do not know whether it is still charged or how it is calculated today: ask at the Superintendencia before signing.
