The municipality and the offices involved
Maturín is the capital of Monagas state (article 12 of the Constitución del Estado Monagas, the state constitution, of 2002). The city is in the Municipio Maturín. SAREN (the national registries and notaries service) places the Registro Público (public registry) del Municipio Ezequiel Zamora, which is separate from those of Maturín, in Punta de Mata. Confirm the municipality in the title document.
Taxes are administered by the Superintendencia Municipal de Administración Tributaria de Maturín (Suptrima) (Maturín's municipal tax office), the name the local press uses; its portal only says "SUPTRIMA".
The alcaldía (city hall) does not publish its ordinances online. Its website (alcaldiadematurin.gob.ve) did not load on October 28, 2026, we found no website for the Concejo Municipal (city council), and the suptrima.sigeat.com portal only shows a login screen with RIF (tax ID) or email and password, with no ordinances, guides or fees. The requirements and costs of each procedure must be requested in person, at Suptrima and at Catastro (cadastre office).

Cédula catastral and solvencia municipal
With no official source available, this section relies on the local press.
Without the solvencia for municipal taxes the Registro does not record the sale (article 97 of the Ley de Registros y Notarías, the Registries and Notaries Law). General rules: solvencia municipal and cédula catastral.
The impuesto inmobiliario (property tax)
According to La Verdad de Monagas (July 12, 2024), the Concejo Municipal approved an "Ordenanza sobre Impuesto Inmobiliario" (property tax ordinance) in the first half of 2024. This is a press report: the article gives no Gaceta Municipal (municipal gazette) number or date, and the text is not published in any official source we found. Rate, discounts, deadlines and increase clauses: Not published. Ask Suptrima for the calculation before signing.
There is a national ceiling. Resolución No. 011-2023 of the Ministerio de Economía, Finanzas y Comercio Exterior (the economy, finance and foreign trade ministry; Gaceta Oficial No. 6.783 Extraordinario, December 29, 2023) sets a maximum rate of 0.5% a year for residential use (Appendix II), and municipalities must observe those limits when adapting and applying their ordinances (article 8). It is a ceiling, not Maturín's rate, which may be equal or lower. More in the guide to the municipal property tax.
