The municipality and the offices involved
Guatire belongs to the Municipio Zamora, in Miranda. Guarenas is a different municipality (Plaza), with its own Registro (public registry) and Notaría (notary office). Confirm the municipality in the title document.
The alcaldiadezamora.com site presents itself as the alcaldía's (city hall's) and places its seat at the C.C. Center Plaza, piso 3, Guatire. We could not confirm that it is the official one: we found no links to it from a .gob.ve site or from the press, and alcaldiadezamora.gob.ve had an expired certificate in October 2026.
Taxes are administered by the Superintendencia de Administración Tributaria (Suptrimza), the municipal tax administration office, a name used by its own site, suptrimza.gob.ve. That site did not open securely in October 2026 (expired certificate); we read it in the Internet Archive copy of October 11, 2026. Cadastral registration is handled by the Dirección de Catastro Municipal (municipal cadastre office) (article 13 of the tax ordinance).

Cadastral registration and solvencia municipal
The Ordenanza de Impuestos sobre Inmuebles Urbanos (urban property tax ordinance) requires every property to be registered with the Dirección de Catastro Municipal through a declaración jurada (sworn statement) (articles 13 and 14). It is accompanied by a copy of the title document, the plano de mensura (survey plan), the cédula (national ID card) or RIF (tax ID number) and the fee receipt. The ordinance does not call the proof a "cédula" (certificate) or a "ficha" (record card): it speaks of registration in the Registro Catastral. Ask at Catastro (the cadastre office) which document they issue.
Two deadlines concern the buyer:
Suptrimza can issue certificados de solvencia (clearance certificates), valid for up to one month, to anyone who is up to date (article 12, second paragraph). Without the solvencia municipal, the Registro does not record the sale (article 97 of the Ley de Registros y Notarías, the Registries and Notaries Law). General rules: solvencia municipal and cédula catastral.
Cost: Not published. The economic activities ordinance of May 2026 refers the amount of the solvencia fee to the Ordenanza de Tasas por Uso de Bienes Municipales y Prestación de Servicios Administrativos (ordinance on fees for the use of municipal assets and the provision of administrative services) (article 76), which we could not open.
The Impuesto sobre Inmuebles Urbanos (urban property tax)
The most recent ordinance we found published is the one in Gaceta Municipal No. 177-2020 of September 15, 2020, in force since October 1, 2020 (seventh final provision). It repealed the one in Gaceta Municipal No. 118 of December 29, 2017. We found no later amendment, but that does not prove that none exists. The new economic activities ordinance (Gaceta Municipal Extraordinaria No. 010, May 2026) says in its statement of reasons that the previous Concejo (city council) did not bring the municipality's tax ordinances into line with the Ley Orgánica de Coordinación y Armonización de las Potestades Tributarias de los Estados y Municipios (organic law coordinating and harmonizing state and municipal taxing powers), in force since August 2023.
| Residential construction (annex B) | UTRIMZA per m² |
|---|---|
| Type A | 83 |
| Type B | 66 |
| Type C | 50 |
| Type D | 33 |
| Type E (Misión Vivienda) | 16 |
Residential land ranges from 3.33 to 26.67 UTRIMZA per m² depending on the zone (annex A).
All these values are in UTRIMZA, the unit the ordinance takes from the Ordenanza de Creación de la UTRIMZA "Anclada al Petro Fluctuante" (ordinance creating the UTRIMZA "anchored to the fluctuating petro"), in Gaceta Municipal Extraordinaria No. 175 of September 15, 2020 (fifth final provision). We could not verify the current value of the UTRIMZA, and the tables must be updated every six months or yearly by the Dirección de Catastro (article 8, third paragraph). Take the 2020 figures only as a reference and confirm with Suptrimza the ordinance, the tables and the value of the UTRIMZA before paying.
Example (Propiedash's own calculation with the 2020 table, of the construction only): 100 m² of type C are 100 × 50 = 5,000 UTRIMZA; at 0.50%, 25 UTRIMZA a year. Catastro sets the type and the zone. More in the guide to the municipal property tax.
Exemptions and exonerations
On October 28, 2026, alcaldiadezamora.com showed a form to report homes affected by the 2026 earthquake; ask the seller whether the property was reported.
