The municipality and the offices involved
Guarenas is the capital of the Municipio Plaza, in Miranda, according to the alcaldía (city hall). Its ordinances call it Municipio Ambrosio Plaza; SAREN (the national registries and notaries service) lists it as "Plaza". Guatire is a different municipality (Zamora), with its own Registro (public registry) and Notaría (notary office). Confirm the municipality in the title document.
The official website of the alcaldía is alcaldiadeguarenas.gob.ve, with its seat on the avenida Régulo Franquiz. The tax ordinances are published on the portal guarenas.sigat.net. Taxes are administered by the Servicio de Administración Tributaria del Municipio Ambrosio Plaza (SATMAP-Guarenas), the municipal tax administration service, created by ordinance in Gaceta Municipal No. 393-2025 of November 18, 2025, whose functions include "expedir solvencias" (issuing clearances) (article 4).

Registro and Notaría: office finder of SAREN, October 2026. It is the only Notaría listed in the municipality. Confirm them before you go.
Cédula catastral and solvencia municipal
The municipality uses the term cédula catastral. The Ordenanza de Inmuebles Urbanos (urban property ordinance) requires every owner to register their property with the Oficina Municipal de Catastro (article 10) and to notify it of any change that alters its value (article 9). To sell, the seller must file with the Judge, Notary or Registrar the tax solvencia and the updated proof of registration in Catastro (article 5), and the Registrador (registrar) and the notaries of the municipality must require the proof of the cédula catastral or its renewal (article 41). The ordinance refers the details to an Ordenanza de Catastro (cadastre ordinance) that we did not find published online.
You also need the solvencia de aseo urbano (waste collection clearance): the municipality's registrars must require it for sales (article 93 of the amendment to the Ordenanza de Aseo Urbano, the waste collection ordinance, Gaceta Municipal No. 196-2026 of April 16, 2026), and only the alcaldía, through its competent body, or a decentralized agency with authority over solid waste may issue it (article 72). Without the solvencia municipal the Registro does not record the sale (article 97 of the Ley de Registros y Notarías, the Registries and Notaries Law). General rules: solvencia municipal and cédula catastral.
Cost: Not published. We did not find a fee ordinance of the municipality with the price of the solvencia or of the cédula catastral. Ask at SATMAP.
Seller's debts: the buyer is jointly and severally liable for any tax owed, unless they acquire by court decision (sole paragraph of article 4). Require an up-to-date solvencia before signing.
The Impuesto sobre Inmuebles Urbanos (urban property tax)
The ordinance in force is the Reforma a la Ordenanza de Inmuebles Urbanos (amendment to the urban property ordinance), approved on April 7, 2026 and published in ordinary Gaceta Municipal No. 197-2026 of April 16, 2026. It repeals the ordinance in Gaceta Municipal No. 205-2020 of December 28, 2020 (article 45) and, according to its statement of reasons, replaces the petro with a Unidad de Cuenta Dinámica (dynamic unit of account) equal to the official exchange rate of the highest-value currency of the BCV (the central bank), the TCMMV (the BCV's highest-value-currency exchange rate), in force at each quarterly assessment (article 16).
| Building | B | C | D | E | F |
|---|---|---|---|---|---|
| Without basement, with elevator | 70 | 50 | 40 | 25 | 20 |
| With basement and elevator | 90 | 75 | 60 | 45 | 30 |
| Without basement or elevator | 80 | 70 | 50 | 40 | 20 |
We do not reproduce zone A: the ordinance assigns it 80, 540 and 300 in those three tables, figures that are inconsistent with one another. In zones B to E the table without an elevator is worth more than the one with an elevator and no basement; that is how it is published. Houses and quintas (detached houses): table 5. INAVI and Gran Misión Vivienda Venezuela homes: table 4, although table 5 has another GMVV row with other values.
Example (Propiedash's own calculation, not the ordinance's, and of the construction only): 100 m² in a zone C building with basement and elevator are 100 × 75 = 7,500 TCMMV of construction value; at 0.5%, 37.5 TCMMV a year. It does not include the land. The ordinance does not say how the land is apportioned in a building under propiedad horizontal (condominium property); Catastro gives the zone and the value.
Exemptions: the ordinance has no early payment discount. People over 60 can be exempt only for their primary residence and after a socioeconomic study showing that they cannot pay, on application to SATMAP (article 18, literal p, and first and fourth paragraphs). There is no automatic increase, but the amount in bolívares follows the BCV rate and the Concejo (city council) can update the tables (article 16). More in the guide to the municipal property tax.
The June 2026 earthquakes and exoneration
According to the press (El Diario, July 4, 2026), the earthquakes of June 24, 2026 damaged residential buildings in Guarenas; we did not find a published official act on their classification. If you buy in a building, ask the junta de condominio (condominium board) whether it was inspected and with what result.
The ordinance allows the mayor to exonerate, totally or partially, by decree and for up to two years, the tax on properties that are not used because public bodies declared them uninhabitable due to floods, fires or another public calamity (article 21, literal a).
