The municipality and the offices involved
Cagua is the capital of the Municipio Sucre in Aragua state. According to the Informe Geoambiental of the INE (the national statistics institute) for Aragua, the municipality borders Santiago Mariño to the north, José Félix Ribas and Bolívar to the east, Zamora to the south and José Ángel Lamas to the west. According to Wikipedia (we found no official source), it has two parishes: Cagua (urban) and Bella Vista (non-urban). Confirm in the title document which municipality the property is in.
This guide has little municipal data because the Municipio Sucre publishes nothing online. We did not find its ordinances, fees or requirements in any official source (search of October 2026). Before signing the option or the sale, go to the alcaldía (city hall) and get the current tax ordinance there, with its Gaceta Municipal (municipal gazette) number and date, and the list of requirements for the solvencia municipal (municipal tax clearance).
Beware of namesakes. There is another Municipio Sucre in Miranda (Petare): the portal sucre.sigat.net and the site alcaldiamunicipiosucre.gov.ve belong to that alcaldía, not to Cagua's. Nor do alcaldiadesucre.com (Municipio Sucre in Zulia) or the portals of Sucre state belong to Cagua. The addresses sucre-aragua.sigat.net, cagua.sigat.net and sucre-aragua.gob.ve do not resolve (October 2026), and we found no official website of the alcaldía or of the Concejo Municipal (city council) of Sucre in Aragua that loads.
The tax office appears in the press as Sudatrim (Sucre's municipal tax office), the "oficina de tributos del municipio Sucre" (Últimas Noticias, October 2021). We found no alcaldía page that publishes its full name, its headquarters or its procedures.

Solvencia municipal and cédula or ficha catastral
Without the solvencia municipal the Registro does not record the sale. Article 97 of the Ley de Registros y Notarías (the Registries and Notaries Law) prohibits recording documents that transfer or encumber property without the payment form for the anticipo (advance payment) of the Impuesto sobre la Renta (income tax) and "la solvencia de los impuestos municipales sobre predios rurales e inmuebles urbanos" (the clearance of municipal taxes on rural land and urban property).
In Cagua we did not find published online:
Ask at the alcaldía which documents they require, how much each procedure costs and in how many days it is delivered. Ask them to point you to the fee ordinance that sets that cost. General rules in the guide to solvencia municipal and cédula catastral.
The Impuesto sobre Inmuebles Urbanos (urban property tax) in Sucre
The Constitución (Constitution) gives municipalities "los impuestos sobre inmuebles urbanos" (the taxes on urban property) (article 179, numeral 2), and each municipality regulates them by ordinance. For the Municipio Sucre of Aragua we did not find the text of that ordinance, or its Gaceta Municipal number, in any official source.

Before signing, ask the seller for the latest tax receipt and the current solvencia, and ask at the alcaldía for the number and date of the Gaceta Municipal of the ordinance that applies. The common rules are in the guide to the municipal property tax.
Registro and Notaría for properties in Cagua
SAREN's finder has no municipality called "Sucre" in its Aragua list. It shows the Registro de Sucre y José Ángel Lamas under the municipality label "Aragua", and the Notaría de Cagua under "Girardot Cagua". If you use it, search for the offices by name and not by municipality.
The Registro's name indicates that it has notarial functions. SAREN does not publish there which acts it authenticates; ask at the office.
Do not confuse the Cagua Registro with the Registro Público de los Municipios Santiago Mariño, Libertador y Linares Alcántara, which SAREN places at Centro Comercial Los Laureles, local 69, sector La Encrucijada, Av. Intercomunal Cagua-Turmero. Its name indicates that it serves those three municipalities; Sucre is not among them.
