The municipality and the offices involved
Cabudare belongs to the Municipio Palavecino, in Lara: its Concejo Municipal (city council) sits there. Barquisimeto is a different municipality (Iribarren), with its own Registros (public registries) and rules. Confirm it in the title document.
We did not find a working website for the alcaldía (city hall): in October 2026, alcaldiadepalavecino.gob.ve only showed a hosting default page. The only official online channel we found is the tax portal palavecino.sigat.net, where the Dirección de Administración Tributaria Municipal (DATM), the municipal tax office, publishes ordinances and instructions. Nor did we find a website for the Concejo; its ordinances place it in the Edificio Poderes Públicos, calle Juan de Dios Ponte.

Solvencia municipal and cédula catastral
The municipality uses the term cédula catastral. On the SIGAT portal the taxpayer registers (natural person: current RIF, the tax ID, in PDF), sees their properties under "Obligaciones tributarias" (tax obligations), declares and pays, according to the DATM's instructions. The portal does not explain how to request the solvencia or the cédula catastral online.
According to the tax ordinance, the solvencia requires being up to date, stating the cadastral code and filing the proof of payment of the fee, and it is granted within 3 business days. Partial payments collected on a public utility bill do not give a solvencia. With an agreement for overdue debts, which the 2023 amendment allows only exceptionally (down payment of at least 30% and up to 6 monthly installments), the solvencia comes after the agreement is fulfilled. Without a solvencia the Registro does not record the sale (article 97 of the Ley de Registros y Notarías, the Registries and Notaries Law). General rules: solvencia municipal and cédula catastral.
The fee ordinance (amendment passed on November 7 and promulgated on November 9, 2023; in force since its publication in the Gaceta Municipal, whose number the PDF does not show) sets the fees in Unidades de Cuenta Dinámica, UCD (the BCV's highest-value-currency exchange rate): the highest-value currency published by the BCV (the central bank), payable in bolívares at the exchange rate on the day of payment.
| Procedure | Fee |
|---|---|
| Solvencia municipal | 5 (that row does not repeat "UCD"; the ordinance uses that unit) |
| Application for or renewal of the cédula catastral or certificado de empadronamiento (registration certificate) | 15 UCD |
| Constancia de inscripción catastral (proof of cadastral registration) | 15 UCD |
| Certification or copy of documents | 1 UCD for the first page, 0.4 UCD for each additional page |
For the buyer: whoever acquires is jointly and severally liable with the seller for the tax accrued and unpaid up to the transfer, unless the purchase results from a final and binding court decision (article 6, numeral 6). Ask for the solvencia before signing.
The Impuesto sobre Inmuebles Urbanos (urban property tax)
The ordinance in force is the Ordenanza Especial Tributaria de Impuesto sobre Inmuebles Urbanos (special urban property tax ordinance), amended on September 15, 2020 and in 2023 (passed on November 7, in force since January 1, 2024). The portal's PDF combines the 2023 amendment and two 2020 texts, with no Gaceta Municipal number. The 2023 amendment adds articles and "adecua la numeración" (adjusts the numbering) without a consolidated text, and repeats its own numbers (39 to 43). For that reason, except for article 6, which no insertion moves, we do not cite its numbers.
If you buy from a developer, the developer must pay the tax before selling, but the 2020 text writes the rate as "seis coma cinco por mil (6,5 %)" (six point five per thousand, 6.5%), figures that do not match. More in the guide to the municipal property tax.
