The municipality and the offices involved
This guide is about Barcelona, Anzoátegui state, Venezuela, the state capital according to the Gobernación (state government). The city is the seat of the Municipio Simón Bolívar: the Palacio Municipal (city hall building) is there and the Concejo Municipal (city council) meets there. Lechería (Municipio Diego Bautista Urbaneja) and Puerto La Cruz (Municipio Juan Antonio Sotillo) are separate municipalities, each with its own alcaldía (city hall) and its own Registro Público (public registry). Confirm the municipality in the title document.
Taxes are administered by the Servicio Autónomo Bolivariano de Administración Tributaria Municipal (SABAT, Barcelona's municipal tax service), according to its portal simonbolivar.sigat.net. We found no working website for the alcaldía or for the Concejo.
| Procedure | Office | Published address |
|---|---|---|
| Cédula catastral (cadastral certificate) and other cadastre procedures | Dirección de Planificación del Hábitat y Gestión del Territorio (as the fee ordinance names it) | Not published |
| Municipal taxes | SABAT | Calle 11, Edif. SABAT, piso 1, oficina administrativa, sector Colinas del Neverí |
| City hall headquarters | Palacio Municipal | Calle Juncal entre Bolívar Paseo 27 de Abril (as the portal writes it), Edif. Palacio Municipal, planta baja, Casco Central |
| Recording the sale | Registro Público del Municipio Simón Bolívar Estado Anzoátegui | Av. Fuerzas Armadas, C.C. Neverí Plaza, piso 1 |
| Authenticating an option or a power of attorney | Notaría Pública Primera de Barcelona | Av. Monagas, Edif. María Auxiliadora, local 2, frente al Parque de los Enamorados |
The SABAT and alcaldía addresses are those in the portal's contact section. Registro and Notaría (notary office): office finder of SAREN (the national registries and notaries service), October 2026, which lists a single notaría for this municipality. Confirm them before you go.
Cédula catastral and solvencia municipal
The alcaldía uses the term cédula catastral. The portal publishes guides for registering, for withholding agents and for vehicles, but none for the cédula catastral or for the property's solvencia (municipal tax clearance): we found no published online procedure.
The fees are in the Ordenanza sobre Tasas por Servicios Administrativos y Uso de Bienes Públicos (ordinance on fees for administrative services and use of public property), Gaceta Municipal No. 120 Extraordinaria of November 3, 2023, in force since November 9, 2023 (article 28). The Gaceta contains a partial amendment of the 2022 ordinance (Gaceta Municipal Extraordinaria No. 89, December 29, 2022). The fees are set as multiples of the Tipo de Cambio de la Moneda de Mayor Valor (TCMMV, the BCV's highest-value-currency exchange rate) and are paid in bolívares at the value on the day of payment (article 2), in advance; paying does not mean the application is approved (article 5).
The same Gaceta prints the amendment first and then the consolidated text, and their article 14 does not match:
| Procedure (article 14) | Amendment text | Consolidated text |
|---|---|---|
| Cédula Catastral Residencial (residential cadastral certificate) | 15 TCMMV | 10 TCMMV |
| Constancia de Inscripción Catastral (proof of cadastral registration) | 15 TCMMV | 5 TCMMV |
| Certificado de Empadronamiento Catastral (cadastral enrollment certificate) | 15 TCMMV | 10 TCMMV |
We do not know which figure the alcaldía charges: ask before paying. The ordinance has no line for the property tax solvencia, so its cost is Not published.
Without the solvencia for municipal taxes the Registro does not record the sale (article 97 of the Ley de Registros y Notarías, the Registries and Notaries Law). General rules: solvencia municipal and cédula catastral.
The Impuesto sobre Inmuebles Urbanos (urban property tax)
The portal publishes the ordinances on fees, on economic activities and on the sale of alcoholic beverages, but not the one for the Impuesto sobre Inmuebles Urbanos, and we did not find it in any other official source. The municipality's rate, discounts, deadlines and increase clauses: Not published. Ask the alcaldía for the calculation before signing.
The same portal publishes Resolución No. 011-2023 de Tablas de Valores Máximos (maximum values tables) of the Ministerio de Economía, Finanzas y Comercio Exterior (the economy, finance and foreign trade ministry; Gaceta Oficial No. 6.783 Extraordinario, December 29, 2023). It is a national rule: municipalities must observe its limits when adapting and applying their ordinances (article 8), and for residential use it sets a maximum rate of 0.5% a year (Appendix II). It is a ceiling, not Barcelona's rate.
