Yes: if you live outside Venezuela and own, buy, inherit or rent out a property in the country, you must be registered in the RIF (tax ID number). The hard part is the procedure, not the obligation. This guide summarizes what the providencia (administrative order) of the SENIAT (the national tax authority) that governs the RIF says, in the text reprinted in Gaceta Oficial No. 43.435 of August 12, 2026, and what the press describes about the practice.
What we could not check: in our tests in October 2026, the SENIAT portal (seniat.gob.ve) did not load from outside Venezuela, so we did not see the online form or the official list of required documents. Everything said here about the form comes from the press, and is marked as such.
Who must register even if they live abroad
The providencia that governs the RIF was amended by Providencia SNAT/2026/00080 (August 3, 2026) and reprinted in full in the same Gaceta. The amendment changed, among others, articles 3 and 6, but not articles 1, 2, 4 and 5: the rule for non-residents is not new.
Are you a non-resident? For ISLR purposes, you are one if you do not spend more than 183 days in the country in a calendar year and do not qualify as domiciled under the Código Orgánico Tributario (Organic Tax Code) (article 51 of the Ley de Impuesto sobre la Renta). The Código Orgánico Tributario defines who is domiciled in its article 30.
What you will need it for in a transaction with your property
| Transaction | Why you need a RIF |
|---|---|
| Buying | The registrar must note in the document the RIF number of the transferor and of the buyer (article 86, fourth paragraph, Ley de ISLR) |
| Selling | The seller self-assesses and pays the ISLR advance before the signing (article 86, second paragraph); without that form the registrar cannot record the sale (article 97 of the Ley de Registros y Notarías, the Registries and Notaries Law) |
| Inheriting | The practice described by URBE (a Venezuelan university) asks for the heirs' current RIF to obtain the estate's RIF |
| Renting out | The non-resident declares ISLR for any amount (article 79, Ley de ISLR) and must put their RIF on the contracts they sign (article 10 of the providencia) |
If you buy: the step by step, with the poder (power of attorney), source of funds and IGTF (tax on large financial transactions), is in buying a property from abroad.
If you sell: the advance is 0.5% of the price, with exceptions (article 86). See selling a property from abroad.
If you inherit: according to an article in URBE's Boletín Jurídico (law bulletin; June 2023, before the amendment), to process the estate's RIF you file, among other documents, a copy of the heirs' current RIF, except for minors without a cédula (national ID card). For the declaración sucesoral (inheritance tax return), if a third party files it, it asks for a notarized and registered poder. This is practice described by a university, not the text of the providencia. The providencia does count the opening of the succession among the events that require updating the RIF (article 6, literal k), without saying how. See selling an inherited property.
If you rent out: the enriquecimientos (net income) of a non-resident individual pay 34% (article 50, sole paragraph, Ley de ISLR).
What documents it requires and whether someone else can do it
The providencia does not include a list of documents. Its article 3 says that registration and any modification or update are done according to the requirements published in the SENIAT's electronic media, which the Disposición Final Tercera (third final provision) defines as its website or any application it creates. Nor does it say whether an apoderado (attorney-in-fact) can carry out the procedure for an individual.
What the press describes, which we could not check against the portal:
For someone who lives abroad, the problem is the in-person step and the address in Venezuela. This is what the law says and what is missing:
If you are a foreigner: passport or cédula de extranjero (foreigner's ID card)
The providencia does not mention the passport or the cédula de extranjero. The only thing it says about foreigners is the exception in article 2: the tourist or transeúnte does not register, unless they own assets in the country.
The press describes the form as follows:
We did not find a rule that requires a cédula de extranjero to get the RIF. At the Registro (public registry) and the Notaría (notary office), the anti-money-laundering rules of Resolución No. 008 of 2019 (Gaceta Oficial No. 41.581, article 29) identify foreign persons by "pasaporte" (passport) and "el visado correspondiente" (the corresponding visa). If you are going to sign in person, ask at that office which visa they accept.
If your RIF has expired or your details changed
The RIF certificate no longer expires. According to Acceso a la Justicia (August 26, 2026), the amendment abolished the certificate's three-year validity and the duty to renew it; the reprinted text sets no validity period. What does exist is the duty to update:
According to Bloomberg Línea (May 2026), the update is done on the portal with a username and password, and the system sends one code by email and another by SMS; you need access to both. If you changed your phone or email when you emigrated, sort it out in good time, before the signing.
We do not know whether a registry accepts a printed certificate that still shows an expiry date: print a new one before the signing.
For the RIF and the tax returns, an accountant in Venezuela is advisable; for the poder, a lawyer.
